We regret to advise of the death of Captain Ralph Belmore Toombs (Ret'd) in Ottawa on 25 January 2015. Ralph was born in 1918 in Vancouver, BC and his early schooling was in Calgary. He returned to BC and the University of British Columbia where he earned a B.A.Sc. (Mineral Engineering), B.A. (Economics), and M.Sc. (Geology). Ralph was a Captain in the Royal Canadian Engineers during WWII and was involved in the construction of the Alaska Highway/Northwest Highway System. After the war Ralph worked for the Department of Energy, Mines, and Resources for 33 years as a senior energy advisor and policy analyst.
Recognized as a pioneer in Canadian energy policy development, he authored numerous publications, served on the Borden Commission, and continued to make important contributions to the Department after retirement.
Ralph's interests throughout his working career were guided by his desire to gain a broader perspective on natural resources in Canada. A lifelong philanthropist, Ralph supported numerous organisations and individuals, and spent many volunteer hours tutoring children with English as a second language.
